The $139 Million Pedestrian and Bike Path

Mobilizing the Region reports that the New York City Parks Department will:

Examine the feasibility of the using the FDR Drive "outboard detour roadway" as a permanent pedestrian and bicycle way along Manhattan’s East Side. The detour structure now runs over the East River alongside the drive in the East 50s and 60s. It was opened in 2004 by the NY State DOT to keep traffic moving around highway reconstruction work.

The temporary roadway was built with $139 million in federal funds.
